We are delighted to be recruiting for our client for a HR Compliance Manager to join their team based in North Dublin. Starting salary for this role is €60-65k depending on experience.
Role Purpose
To ensure the organisation meets all internal and external HR-related compliance standards across its care services. This role will oversee adherence to Irish employment law, HSE/HIQA regulatory requirements, and internal HR governance, with a focus on policy, audits, personnel file integrity, vetting cycles, and training compliance.
Key Responsibilities
- HR Policy Governance
- Maintain and regularly update all HR policies and procedures in collaboration with the Head of HR.
- Ensure policies reflect current legislation, HIQA/HSE standards, and best practices in the care sector.
- Communicate policy updates clearly across the organisation and ensure staff access and understanding.
- Internal Audits & Risk Management
- Conduct routine and ad hoc internal HR audits in partnership with HR Admin to assess compliance in:
- Personnel files
- Contracts
- Right-to-work documentation
- Garda vetting/re-vetting
- Mandatory training records
- Flag non-compliance issues and coordinate corrective action plans.
- External Audit & Inspection Readiness
- Lead preparation for external inspections and audits (e.g., HIQA, HSE, ISO, etc.).
- Maintain up-to-date audit evidence packs and ensure documentation is easily retrievable and complete.
- Attend inspections when required and serve as the HR compliance representative.
- Employment Eligibility & Vetting
- Oversee the right-to-work process including initial verification and periodic re-checks.
- Manage the Garda vetting and re-vetting cycle across the organisation ensuring timely renewals.
- Ensure recordkeeping and traceability of vetting and ID documentation are fully compliant with GDPR and regulatory bodies.
- Training Compliance & Record Management
- Coordinate with IT for KB4 assigned training and Training Officer(s) -Elevate(?) to ensure:
- Mandatory training completion and documentation
- Safeguarding training records are up to date and compliant
- Generate reports to track training status by location and role.
- Collaborate with Designated Officers on safeguarding reporting procedures and follow-ups.
- Regulatory & Legislative Monitoring
- Stay updated on changes in relevant legislation, sectoral guidance (e.g., HIQA, HSA, HSE).
- Provide briefings and guidance to HR and Operations teams to ensure alignment and readiness.
- Collaboration & Cross-Functional Support
- Partner with Quality & Risk Team to align HR compliance with wider organisational governance.
- Support ad hoc projects linked to organisational readiness, ISO standards (if applicable), and GDPR compliance in HR data handling.
Qualifications & Experience
- BA in HR, Law, Business Administration, or related field (CIPD membership desirable).
- Minimum 5 years’ HR experience with at least 2 in a compliance or audit-focused role.
- Previous experience in a health or social care setting highly preferred.
- Solid understanding of HIQA standards, Irish employment law, vetting processes, and safeguarding requirements.

Working Environment
- Based between Head Office and regional site visits.
- Occasional remote work.
- Travel maybe required across 9 counties
